I have a 'rule #1' that i apply to everyone in any dealing with any business i am doing, and it almost Always is proven correct. That rule is NO ONE DOES Their JOB, to service The People, that PAY them for That Job. The Tech/computer 'password' MORONS are Rule# 1.

Password policies often include "can't be the same as xxxx last passwords" this is done by storing the hash or hash+salt they don't know the pw but know you tried to set it to the same thing you have used before. The default is last 3 usually.
Bad advice .. just add a 1 or @ or something like that to the end... everyone does it... don't ask why I know that.
