No. Also this isn't America. Their cops aren't trained to understand guns in anywhere near the capacity to understand that their 9mm won't do shit to those tires.
Large thorns will pop tractor tires. Even on larger 100hp+ tractors. Typically people that work in those conditions have them filled with something like Ultrafill. This will seal small holes as the tractor tires get punctured.
That tire would not stop a 9mm. Not even close.
Ultrafill would most likely not patch it either. Especially if it was shot in the sidewall.
