Here in CA, you could sell or give someone an egg with about $7000 in equipment and $3000 worth of permitting. Essentially, you'd need to build a cart with some sinks, water heaters, and counters and then get that through plancheck. Then you'd need the business licenses and probably have to set yourself up as some kind of registered farm. If you're hispanic, you could claim that giving people eggs is part of your cultural heritage and no permits would be required.
