Some people are just slow to wake up. When their food and water supplies are in danger, they'll wake up pretty damned quickly.

Some people will never wake up. When their food and water supply is in danger they will take it from other people. And the cycle continues.

Precisely. What FatherDadDude doesn't understand is that when people are starving and have no water, they will not direct their anger towards those who caused them to be in this dire situation. They will instead direct the anger towards anyone who might have some food or water in the possession. It will come down to basic instinct and survival. They will attack and take from anyone within their reach who has the resources they need. The elite will be far, far away from their reach.
