Removing the plates is typically how that problem gets solved.
Not if they were smart enough to steal plates from the same make, model, year, and color. Bonus points if they put the plates back the next day.
A more experienced person would take the whole car because if the car that's registered to them became disabled, they're fucked.
If they took someone else's car and wrecked it, that's not a huge problem. They could grab another one or hop out on foot and they have no connection to that vehicle.
The problem with stealing the whole car is that the owner will notice it's missing pretty quickly.
