Without reading the article, I'm going to guess one of the farther NE states, the Dakotas, or Wyoming.

These are White states. Niggers and spics drag down the average IQ heavily.

Oh come on NY Post...a state's IQ isn't a measure of the colleges they have. And while having Harvard and MIT in the state, I'm sure they don't have enough students to bump the average up.
