AI cameras won't help you. You've imported hordes of impulsive, 70-90 IQ chimps. 70-90 IQ is the sweet spot for violence and chimp like behavior. Fining them will do nothing. They won't pay. Your country is fucked. Move to a rural area while you still can.

Countryside or any side where they aren't/can't go. It can be coastal areas, riversides, anything you can pretty much only access with a boat for instance. But most importantly, the main parameter to make a good choice IMO, is to look at/research migration axes/routes and to stay away from them, don't get in their path to put it simply

I think searching for "drug routes" might give a good indication for lack of better option, such as "illegal immigration routes" or "migrants routes", since human trafficking, drug trafficking and weapon trafficking businesses usually are close to each others
