According to the article, SC used to fly a large Confederate flag over their Capitol building, but a few years ago they were ordered to pull it. So they put up a smaller one elsewhere on Capitol grounds, and it wasn't long before legislators voted to pull that one as well.
It's all part of the White genocide.
