I looked a couple of places. As far as I can tell, this quote originates from a 1998 New York Times interview with Ozzy. The actual quote is "If guns don't kill people, why do we give people guns when they go to war? Why not just send the people?" If that's the case, then this would be a misrepresentation. I don't care enough to look any further. NYT had a paywall.
