No. You have it totally backwards. The Federalists and Hamilton (and later Lincoln of the Federalist/Whig/Republican party) were the proponents of the Central Bank.

It was Andrew Jackson and Thomas Jefferson of the Democrats who opposed the central bank and tried to smash them multiple times.
