Depends on how much collateral damage is acceptable. The Taliban are not a standing army, when they don't fight they merge with the civilians. There are two possible ways to handle that: 1. kill all civilians, 2. work together with the locals to root out the terrorists, like Russia does it in Syria. The second option is not open for the US, they have bombed too many weddings.
