I think this "first term time limitation to arrest Hillary" is a false premise used by the uniparty as another weak argument to blame Trump for anything (because they got nothing) in their effort to erode support for MAGA.
I don't see this as a sensitive or decisive issue; imagine if Trump did say it, it's still no big deal. Even if Trump was only able to fulfill half of the promises he had made people would still think he was the greatest. This is a dumb anti-Trump uniparty talking point and wreaks of desperation.

Oh, I get it now. Trump didn't write a white paper about how he was going to do it in his first term, therefore he was always intending it to be in his second term.
