Yes - and, although that project was directed at immigrants and overseas travelers, we know how those projects have a history of extending to to everyone eventually. Technically, fingerprints are biometric ID - which have been a part RealID for a long time and required for government jobs/contracts. However, I think Trump was even discussing DNA - which I'm firmly against, just as I'm against a biometric ID program like India's Aadhaar.
