Mostly a dry run to test our response. The plan is to float an EMP device over the central US. Then use the internal chaos as a time to attack Taiwan. But we and our allies have a massive naval flotilla off their coast holding the second half up. If the DS stages a withdrawal of those ships it will be a green light. But I think the team has a plan for all this. A side benefit of the balloon crossing over the whole US was that it made the administration look very bad. Feeds the narrative.

I'm extremely ignorant on all things military.
Software upgrade to the radars so they have a real beam mode. Should not be that difficult. Will need to position some Patriot sites for awhile. Will need to to create and deploy a new missile for fighter aircraft. Balloons can travel higher than current air-to-air missiles are capable of reliably reaching / hitting the balloons. The AMRAAM tops out at about 85,000 ft. And the air is very thin up there. That reduces the Pk (probability of kill). You need the fighters for the kill because you can't economically put ground missile batteries everywhere.
