It's a closed system, you can't get to it unless you are a user or if you have an IP address that's whitelisted. Most people here can't access it.

I think it was done because of the attacks that were being made

Or it was opened up after the network was up and running stably after opening up the web interface. Either way, it's open for public consumption. Not a user but I've went to to verify certain info that people have posted.
