A large number of ballots in adjudication.

Also Maricopa has yet to tabulate 351K ballots -- these are mail in ballots dropped off on election day in lieu of being scanned because of equipment failure

Yep. When they put snipers on the roof and won't allow observers and press into election centers, you know it's bad. Very bad.
