It's a good move. He should help every adult citizen in Brazil to obtain a rifle and a hand gun. Maybe give them tax rebates if they buy guns.
Have the police/military instructors provide free firearms safety/shooting classes at local ranges every Saturday. Turn it into a social event. Demonstrate to the people that they're on their side. Lets face it, the vast majority of people don't grow up around firearms and are completely clueless about the basics. Many of them are either afraid of them because they have no idea how they work, or their entire knowledge base comes from what they've seen on TV or in the movies. I'm all for increasing firearms ownership amongst the law-abiding population to the greatest extent possible, but there needs to be an increase in basic proficiency to keep pace or it has the potential to go badly. You don't just wave a magic wand / pass a law and suddenly turn a population of sheep into lions.
