Call me crazy but shouldn’t a US Coast guard be in US territorial waters? US waters extend 12 miles, anything beyond is that not why we have the worlds largest Naval fleet?

Good. If A Sovereign Nation has an agreement with another Nation why would the US believe it could just simply float their boat into another's territory ??.
