Once the liberals were entrenched, they began forcing out conservative agents with moral standards, giving them retirement packages to get rid of them. The result is a "woke" FBI that is an enforcement arm for the radical liberal policies of the Democratic Party -- policies that don't work, and are destroying America.

I think you are partially correct. There's a huge difference between lowering standards and intentionally shifting the attitude and scope of an org. Change doesn't come from the bottom up in such orgs. A takeover happens at the top.
