Read it and comprehend the long term effects of it should be the correct warning and then sign a electronic form stating they read and understood the impact it would have for the people of the United States.

I went looking for the actual bill number but couldn't find it mentioned. anyone have a source?

That's not enough. What if they introduce 1,000 bills today? That means you have 5 days to read all 1,000 bills. It has to be more specific so that there is time to read all pending legislation before a vote.

They should also require somebody like the CBO to develop a quiz on each bill and your vote is weighted according to your score on the quiz. The less you know about the bill the less your vote counts.
