Leaving the scene (with bodily injury) is a bit more severe than just leaving the scene of a fenderbender. Being a Dem, she was charged with the lesser "leaving the scene". Yes, this probably won't amount to much beyond vividly displaying her lack of concern for human life by driving away. I don't think she even touched the brakes after impact, I did not see red illumination on her taillights.
