I hate to play devil's advocate here, but if you actually listened to the video:
1 - The cyclist is the one who ran the red light. He wasn't even looking the right way...he is a complete dumb ass. 2 - The councilwoman was issued two citations for leaving the scene of an accident and for not reporting an accident. Given the limited injury, I am assuming this is a third-degree misdemeanor, or first-degree at worst. Definitely not felonies.
There will be no prison. Maybe the cyclist gets a small settlement in a civil case, but I doubt it.
Council people in major cities have done far worse and not resigned, so I bet she won't. I wouldn't if I were her.

Never got hit and never even came close to getting hit even during heavy city traffic. Just be aware of the shit going on around you and you can avoid even the distracted drivers.

Leaving the scene (with bodily injury) is a bit more severe than just leaving the scene of a fenderbender. Being a Dem, she was charged with the lesser "leaving the scene". Yes, this probably won't amount to much beyond vividly displaying her lack of concern for human life by driving away. I don't think she even touched the brakes after impact, I did not see red illumination on her taillights.
The cyclist is extremely lucky in his bad luck. One or two feet before the hit it would have hit his body on full impact.
