Permanent regulations are written by Congress and signed into law by the president. The agencies can issue temporary emergency orders which is possibly what that 4channer was talking about. But they usually last one year and have to be renewed. The SCotUS decision would just make that 1 year emergency thing null and force Congress to act faster.
