You cannot get hundreds of amps of current out of a 9 volt battery which is needed to generate significant volumes of hydrogen via electrolysis. Physics does not allow for a >100% efficient conversion no matter what you say. Power out cannot exceed power in.
And according to the conspiracy theory, if you did manage to get enough hydrogen to power a car from a single 9 volt battery, then they would have killed you too. I see you are not dead yet.
