Might not even be related to a hack but related to wanting full access at a lower level of a system (Intel/Amd management engines) without asking a foreign entity to play ball.
Without seeing a timeframe tied to, replacing 50+ mil systems will probably go as smoothly as locking down a city of 25+mil people.
Very few folks understand or know about the low level management engines - which are gated off from users. Going to their own design does eliminate this access (at least initially) from outside. I have never understood why the CCP used Windows (other than the rich application/utility base). They have their own OSs developed internally, however they lack a large and broad set of rich applications for use.
Replacing that many machines will take 5+ years.
