I'm pretty sure that at this stage, Hussein just has his collective of spies and globalists read 1984 constantly to Sloppy Joe during his daily 18 hour naps in his implanted, earpiece audio mic. The ministry of truth in the book is pure evil and replicating policies that were designed to end humanity probably won't sit well with humans... especially when the messenger is a stupid, dementia ridden, despised, geriatric and senile old man.
