It is profoundly stupid to tell your enemies any part of your battle plan, especially an end date that would reveal your expected time scale. But I do like the theatrics of it, and if it can be achieved would be a massive egg on face moment for the USA who started crap in the middle east and stayed there for 20 years cause they didn't know what victory looked like or when they would achieve it.
If you wanted to prove to financial investors the reliability of your country to keep promises and make your currency and national debt appear very reliable this could be a very good move.
