But it is definitely a vaccine tracker app that ties a welfare system to it for 4 months. It's a carrot and stick method: get the vaccine, register it, get some welfare for 4 months.
Definitely a digital identity, too. At least the US pretends like they are not openly tracking you on your mobile devices.
The government never gives anything away for free without you first giving it a piece of your soul.

The only way they can track and reward is with 24/7 spying which is nothing new but this way they can't just shut down your bank account. They can shut down everything.
