Yes. Here is the state link from Ukraine. It's not entirely new. They have been rolling it out for over a year. https://ukraine.ua/invest-trade/digitalization/ Still, that means literally half their population is signed up.

I see nothing about a social credit score.

But it is definitely a vaccine tracker app that ties a welfare system to it for 4 months. It's a carrot and stick method: get the vaccine, register it, get some welfare for 4 months.

Definitely a digital identity, too. At least the US pretends like they are not openly tracking you on your mobile devices.

The only way they can track and reward is with 24/7 spying which is nothing new but this way they can't just shut down your bank account. They can shut down everything.
