FOIA is not a lawsuit asserting liability of government and seeking money damages. But that's what Pelosi is afraid of in asserting a preliminary procedure to a lawsuit against the government that was not yet filed for government's tort liability. WTF Pelosi, tell us you're the wrongdoer without telling us you're the wrongdoer.
