It's clear you have no experience dealing with psychopaths. This is how they talk. "Preventing bioterrorism" is exactly what I would expect them to call bioweapons research. Just like they call wars "peacekeeping" or "overseas contingency operations" and call protecting criminals "law enforcement". They always play victim or defender.
Did I mention the guys working in those labs being dead? Pretend away what they were doing all you want, they're still being thrown in mass graves as we speak.
