Just because they call it a bio safety lab, doesn't mean it is about safety. On the defense department website there is a video clip from 2010 hailing the opening of the Odessa Laboratory:
"US Senator Dick Lugar applauded the opening of lab in Odessa, Ukraine, announcing that it will be instrumental in researching dangerous pathogens used by bioterrorists. The level 3 bio-safety lab.........will be used to study Anthrax, Tularemia and Q Fever, as well as other dangerous pathogens"
