The fracking companies are part of the network, and they do what the network that controls everything decides to do. Other example: german car industry forgoes the Diesel engine in favor of electric engines, which won't hit the same efficiency levels for a long time, but the network has decided electric is the way to keep and expand control, because electricity can be controlled, diesel can be produced locally.
