It's just conditioning. Before, a person could view without worries. Now you have to click something and X out and you can keep viewing it. Next they'll step that back a bit more. People will slowly climb out thinking they are comfortable and in control of their actions. Then the thought police will be there to ensure they are no longer a threat.
