To provoke a necessary conflict, you first have to remove hope of a political solution. Theres your answer.
In regards to the u.s., the next step is the regime in the u.s. will attempt to either put trump back in office, or put in someone he endorses. This sounds unbelievable, and yet it is what will come to pass.
To prevent this from happening, the political and economic base of the right (the middle class) will be splintered from the right wing of the uniparty regime. They will be demoralized to the point that 'hope' as a message will fail to rally them. This will be so we don't get a replay of trump-as-holding-pattern against the middle and right. This has already started with the factionalism between the states versus the federal government, and to control this instability, one of the parties will have to attempt to "claim" or own the issue. The left can't because of existing coalition dynamics. So they will use the right.
The result will be the false "civil-nationalist/populist" movement failing to reinstall trump with a mandate. The judicial will back him, but the party base won't, and because of that this will culminate in a final legitimacy crisis.
The tool they used to suppress us, will be the tool that destroys the uniparties false sides.
Likewise in canada, the party, having lost confidence in Trudeau, will attempt to replace him with someone whos cut from the same cloth "as long as its not Trudeau who remains in office."
Like the conflict between the mensheviks and the bolsheviks, this division will give rise to the very leadership and/or policies that will cement them on a path to alienating allies and failing. Opponents will see the new divisions, on a much larger scale, the way they see the minor divisions now: as an opportunity to take canada down, and exploit it or at least leverage it, and so they will fund the social upheaval.
The result will be, in practice, though not in policy, a political balkanization of canada. It's chief regime will be politically neutered in terms of power, and canada will find a war, any war, in response. The british crown will effectively lose meaningful control of its territory as a consequence.
