There is another aspect to this situation however.
If the charge is laid - even if the investigation is brought - then the whole file gets handed over to the government's legal department. This has the effect of freezing the file because other government employees lose the power of action - any further action requires the prior approval of the legal department, and that approval is never given, because lawyers are always thinking about future liability should the case go badly.
It doesn't matter, (well, it does, but,) that the court case will never be allowed to happen. The illegal behavior itself will almost always cease immediately. The trick is to bring a legal action, and cause the government's lawyers to take over the file. Trudeau himself cannot act beyond the boundaries the legal department imposes upon him. Those boundaries are not currently being imposed because no one has if yet begun a legal action. Currently the lawyers are focused on fucking everyone else, and not on defending their own illegal actions from a future judgement.
Time to change that. Hacking financial files is a highly illegal act. When it occurs across borders by government agents it is called espionage. Serious laws have been broken. Heads must roll.
