The purpose of this "revelation" is to scare the public into believing that the only way we (our data) can be "safe" is via "soverign identity" - Globalispeak for "digital identity."
In other words, it is to scare us into a digital identity system - Much like they used 911 and "protecting us from terrorism" to usher in the surveillance-ridden Patriot Act.
