Do you know any truckers? Ever worked with them? The stereotype of a trucker: fat, out of shape, addicted to meth, screwing prostitutes at truck stops. The reality of a trucker: A man (99% of the time) who has immense knowledge of the operation of his truck, sharp spatial awareness, resourcefulness, *and a lot of friends just one radio call away.* Truckers must be independent, they are men's men. IMO, and this is coming from someone who works very closely with them, I don't think you're right- I think this was brewing for a while, but I don't think there was as much planning as you might imply. It was more likely a simple call or email, "On X day, we all park up". And it just snowballed from there.
