I'll add to this. I live next to one of the largest military bases in the US. They used to run drills like clockwork between the 15-18th of every month. One day. About twelve hours out, then return. For years and years. 1/2020 that stopped. Now we get massive amounts of traffic whenever, blackhawks flying so low late at night that it rattles the windows, a month of nothing and then days of birds in the sky. I have no idea what it means but I do know we went from a schedule to whatever this is. I have a friend who works at the armory. Weapons production has stayed consistent. Nothing dialed back. So take this as inside info. I can't speculate as to meaning/outcome but it is worth noting.
