The top city officials noted that the city is reviewing its contract with the tow truck operators in order to see “what actions we can take to deal with this unprecedented situation.”

Not much they can do. They depend on these guys. If they find some way to fine them for breach of contract, then new contracts could be forced and the tow truck companies can just charge them more to get the money back.
