Are you saying the balances on the cards were gone when people were given the cards?

The person claiming this was a PV journalist, obviously baiting the mark. If you watch carefully, you’ll see it.

I also said that before I watched the whole video.

Later in the video, some of the marks admit that many of the cards didn’t have money on them.

Yep. One card they checked was emptied in August and given to a homeless person later in October.
