Do you have any source or context for that Russia hat?

I've seen that exact photo over the last year, but its always been that exact photo. No context. Whose she with? Where is she? What's going on in that picture?

The hat was a gift from the Russian foreign minister after a diplomatic meeting in 2014 The photo in question dates to Jan. 13, 2014. At the time, Psaki was the spokesperson for the U.S. State Department, which posted the photo on Flickr.

She was pictured with then-Secretary of State John Kerry and officials from Russia, Foreign Minister Sergei Lavrov and Foreign Ministry spokesperson Maria Zakharova. They had just completed a diplomatic meeting in Paris as part of the run-up to peace talks in Geneva related to the Syrian civil war, per Foreign Policy.

At the meeting, the delegations exchanged somewhat unusual gifts — like the "two sizable Idaho potatoes" that Kerry brought for Lavrov.

In return, Lavrov had a gift for Psaki: the pink hat she's wearing in the photo.

Though it's difficult to decipher, the logo on the hat — a traditional furry "ushanka" hat — resembles the hammer and sickle.

Russia's Ministry of Foreign Affairs posted a photo of Lavrov, Psaki and Kerry to Twitter, along with the rationale behind the present: to stay "warm&fancy" during winter storms.
