So if the shot can be given without parents’ consent, then who consents? The minor cannot consent because a minor is under 18. Are they saying a minor as young as 12 can consent to this? Then what else can a minor as young as 12 consent to?

And if not the minor, then who? Does the state consent on behalf of the minor? Are the shots given by force in the case a minor doesn’t want a shot?

Getting treated for STDs in CA legislation. I've also seen a few things - maybe one was in CT? - that would let minors start hormone therapy through the school without parental knowledge/consent.

might be trying to use the same rules that let doctors and nurses give 12 year old girls birth control, are there even rules that allow that?

That's a really good question - and I don't know the answer. I DO know that they want to greatly expand medical/psych treatment in schools, so it wouldn't surprise me if birth control services would be included in that.
