The problem isn't the bad ones, it's the 'good' ones who don't say anything to prevent the bad behavior, won't turn on 'their own'.
Once you become a man you will understand that there are things more important than peer pressure and only a small percentage of people can resist when it's morally correct. (This should be the minimum job requirement for law enforcement)
