Liberal? Shit man, the businesses here in Texas are starting to mandate regardless of OSHAs bitchslap. There has to be some litigation loophole somewhere not being reported on but is common knowledge among corporate lawyers. I can only think that, if you are a company that resides in a non-mandated state who doesn't mandate, then does business outside of that state or something, and then if they can prove they contracted coof from you (which seems really easy since fruit tests positive), they can sue you? I really have no clue, obviously.
