Thing is, this is not about separate transactions that are over $600 - this is about any number of transactions that add up to $600 or more per year, i.e. a person could have 40 $15 transactions in a year and it will be reported.
It's more the way the thing is written - which is why I added "annual" to the title - I think there's an intent to make people perceive that it's only for individual transactions over $600.
Darn, they are itching for cashless.
