MKULTRA was a series of programs that ended quite a while ago. Some of what was learned from them is being used to manipulate the masses via a number of psychological tactics that were developed and refined through those programs, but also through things that weren't part them, such as mass media. Influencing people through the use of propaganda broadcast via mass media was studied long before MKULTRA, and was developed and incorporated specifically for this purpose.

That Walter Reed scandal wasn't really anything to do with MKULTRA. It was abuse, but nothing to do with mind control programs, AFAIK.

Antifa/BLM attacks aren't anything to do with mind-control, either, and certainly not MKULTRA. The COVID restrictions use psychological methods that were developed through MKULTRA, but it's not accurate to call it MKULTRA.

I've personally dealt with quite a few people who think they're being targeted with various forms of mind-control, but they're not very convincing when I ask them to explain how they're so sure.
