They introduced the use of advisors and policy makers to create an 'echo chamber' in order to control presidents, around the time of Truman. It's my opinion that Trump was smart enough to know that there would be any number of alternatives the DS might take no matter what he did, and that he has had to strategize to cover for all of those different possible alternatives in the best way he could, based on game theory.
