What gives the USPO the right to open and inspect packages?

This happened a couple times and I just read about the FDA working with the USPO to confiscate packages from overseas.

There is more to the USPS then meets the eye. Did a quick first brush search and cannot find the info, but they do more than just deliver the mail. My understanding is there is a role in COG (Continuity of Government). I recall in the not too distant past that there was some discussion of surveillance functions. The specifics escape me, but something rattled in my memory. Gets a little crowded in there. ; )

I am also aware that a postal service vehicle takes precedence over any emergency vehicle. Federal law to never impede or block the movement of USPS trucks. Ever. You get out of the way and stay out of THEIR way.
