That story is a fictionalized account. Soros himself told the true story in a 60 Minutes television interview. His job as a teen was to turn in Jews to the nazis, and then, after the jewish families were taken away, soros and his boss would loot the possessions of those families. When asked if that caused problems with his conscience, he responded "not at all, those were the happiest days of my life."
No, it is one of many interviews he's given on the same topic over the years and he has told the same story on his Open Society Foundations website for MANY YEARS now.

The reason he was a spectator is because he was staying with a Hungarian government employee who's job it was to catalog estates. The man was hiding him and his family BECAUSE THEY WERE JEWS.
